Global Carbon Cops?

A report commissioned by the UK’s Department for International Development calls for a new international watchdog agency called the International Climate Control Committee.

The role of the Committee would be to police carbon emissions much like the IAEA monitors nukes.  If nations fail to agree to the new regime, consequences are serious:

for any new climate deal to be effective, countries that do not join the international effort to curb global warming should face pariah status

because:

…a long-term climate deal will ultimately require an ‘all or nothing’ approach to international participation. Either countries play a full part in the system, or they sit outside the international system and are effectively barred from all forms of international co-operation,” they say. “Carbon default, in other words, would become as weighty an issue as sovereign default, or failure to comply with a security council resolution.

Well, that’s a relief, for a moment there, I thought they were serious.

Nevermind that the worst the ICCC could do might be to send a strong letter of protest to rogue carbon nations, the targets they have in mind are India and China. The report doesn’t address the consequences to western populations of cutting off access to cheap manufacturing, or of the fate of more than one third of the world’s population if they were cut out of international trade.

The report and it’s recommendations are nothing more than the ultimate green wet dream, an Orwellian named world body to police global emissions.  What could possibly go wrong?
